Pesticide Recordkeeping is Mandatory in Today's Complex Agricultural Environment. It's Not Just Smart Business Practice.... IT'S THE LAW!

JILL LEVEL 1 makes it easy to comply with the federal pesticide recordkeeping rule that took effect May 10, 1993. This recordkeeping software provides a report that satisfies the Federal requirements regarding restricted use pesticides as well as more comprehensive reports that you can use in analyzing the performance and costs of all your pesticide applications.

FACTS ABOUT THE FEDERAL RULE

The long-waited regulation making it necessary to keep records of Federal restricted use pesticides (RUPs) became law on May 10, 1993. You'll find the entire rule in the April 9, 1993 edition of the Federal Register, but here are some of the highlights:

Who must comply?
Anyone who makes RUP applications under a certified private or commercial applicator licenses. (It is a good idea to record all pesticides, even though it is not the law.)

What are RUP pesticides?
They are designed under Federal pesticide law and may be applied only by or under the supervision of a certified applicator.

What are the benefits of the law?
1. Make available the data that the USDA can use to show how much and how often certain pesticides are used. The public is very concerned about pesticide use, but some of the concerns are based on misinformation or insufficient information. 2. Pesticide recordkeeping is a major tool of Integrated Pest Management because it aids in evaluating the effectiveness of spraying programs. 3. Assist EPA in evaluating need for minor use pesticides.

How long must records be kept?
For two years and be available for inspection by both USDA and State agencies.

What does compliance mean?
All required information must be recorded within 30 days of application in a legible manner in recordkeeping books, computers, or other means. There are no prescribed forms that must be used. (JILL LEVEL 1 has been tested by crop protection professionals from around the country. Growers, professional applicators, dealers and others offered their advice to make JILL LEVEL 1 comprehensive, complete and easy to use.)

Are there penalties?
Complying with the new federal rule isn't the only reason to keep accurate records. Precise and detailed records on use, storage, handling, and many other aspects of using crop protection chemicals are also necessary to meet ever expanding regulatory requirements on local, state, regional, and federal levels.

Keep accurate records of pesticide use and you'll be prepared in the following situations:

* Documenting protection of farm workers and the environment; * Documenting pesticide use on property in real estate transactions; * Complying with community right-to-know and emergency planning regulations; * Informing emergency personnel in cases of pesticide exposure or pesticide spills; * Analyzing pest management programs; and * Documenting pesticide use in reports to crop buyers.

RUNNING THE PROGRAM

Before entering spray records, you must input certain background information, including farm name, location of sites, crops, materials, suppliers, applicators, chemical manufactures, and target pests.

Once you have entered this initial information, JILL LEVEL 1 allows you to record pesticide and fertilizer purchases. The program maintains a running inventory of these materials. Each time you apply a pesticide or fertilizer, you can record the application, which is automatically deducted from inventory. The program will also track the cost of each application, based on the purchase cost of the product.

REPORT OPTIONS

JILL LEVEL 1 offers a variety of report types. For example, you can print out records of all application, or specify certain chemicals or types of chemicals (e.g., herbicides). You can ask for records from a specific time period of from a specific site on your farm. Purchase records can be grouped by material or in the order you bought them
